项目摘要

水産振興や漁村地域振興の議論の中で、連携の重要性が注目されている。それは、水産物をめぐる供給・需要条件によってもたらされる不確実性に対応しながら、主体間における経営資源の組み合わせによって、経営成果の最大化と水産業の持続的成長を企図していることを意味する。但し、連携の重要性は認知されるものの、とくに流通・加工部門においてその効果が発現するメカニズムなどについては、ほとんど明らかになっていない。そこで本研究では、経営資源およびその活用能力と主体間の取引関係に着目する新制度派経済学を援用し、理論的・実証的なアプローチによって、水産業の持続的発展に資する連携のメカニズムとその成立条件を明らかにしようとしている。令和4年度においては、これまでに引き続いて【課題2】としている水産加工・流通業をめぐる連携の実態およびメカニズムの抽出に向け、個別企業や業界団体等への実態調査を実施し、水産物のフードシステムにおける連携の実態およびメカニズムの解明を念頭においた分析をおこなっている。具体的には、国内における主力漁業のひとつである大中型まき網漁業経営体および水揚げ産地への調査を実施し、漁業経営における水揚げ行動と産地の受入条件との関係について分析することで、生産者と産地をめぐる構成主体間の関係についての整理をおこなっている。また、水産物の消費地卸売市場におけるEC事業の実態を把握するとともに、EC事業者や仲卸業者の連携による展開を事例とした分析をおこなった。これまでに実施してきた分析結果の発表をおこなうとともに、水産物のフードシステムに存在する不確実性への対応を可能とする主体間の連携のあり方についてとりまとめを意図しながら調査および分析を進めた。
