近年被害規模減少が鈍化している特殊詐欺被害については、多額の金銭が奪われる一次被害に加え、二次被害としても、不適切な対応をとったことへの被害者自身や周囲からの非難、多額の経済的損失による生活設計の見直し、被害経験を受けての社会関係の縮減など、様々な面で深刻な被害が発生する。これまでも警察を中心とした事件検挙、報道機関や自治体等が取り組んでいる手口や被害情報の伝達、金融機関や小売り店舗による被害の水際阻止、といった対応がとられているものの、被害の根絶には至っていない。そこで、被害実態と予防方策を検討するために、被害過程の詳細な経緯を確認可能である質的調査を実施することを主眼とした研究を立案した。既遂被害者に対しては、水際阻止となる第三者介入の有無や、被害後に振り返って考える有効な被害防止方策について、未遂被害者に対しては、被害を直接防止できた経緯や、その際に有効な第三者の介入についてを、被害過程の時系列に沿って調査することが、主な内容である。研究の中心となるのは、特殊詐欺被害者や未遂被害者に対する面接調査であるが、本年度も新型コロナウィルス感染症の蔓延に伴い、調査協力が得られない状態が続いている。そこで当面可能な準備として、分析環境を整えるなど調査再開に備えた対応を進めた。被害者の中心は高齢者層であるためオンライン調査に慣れていないこともあるが、現状を打破して調査を再開するためにも、調査方法の再検討にも着手した。
