项目摘要

本研究申請時は、在留外国人の定住化・高齢化に焦点をあて、音楽を通して、公立文化施設や高齢者施設が、彼らにとって「安心安全な場＝コミュニティ」や「文化的コモンズ」（地域創造 2016）として機能するための問題点を整理し、さらに「理論と実践」を往復しつつ、シンガポール、英国、豪州と比較しながらアドボカシーを試みるものであった。だが、本年度初期段階のインタビュー調査で公立文化施設の心理的バリアの高さや高齢者施設での外国人問題が露呈していないことから、現場に即し当初の研究計画を変更した。さらに、芸術分野を「音楽」に絞り込むことはニーズからずれる恐れがあり、さらに演劇が当該分野の先駆的事例を出していることから、特定の分野ではなく「アート」活動を探究することとした。本年度は主に6つの事業を展開した。① 多文化共生に係るアートの可能性に関する論考の発表（山口・南田, 2023）、②静岡県浜松市における多文化共生とアートに関する実践と情報の整理（南田・鈴木, 2023）、③浜松市国際交流協会とJICA浜松デスクとの「ハマルおんがくプロジェクト」の始動した（アクションリサーチ）。これは、外国人集住都市・浜松市内でも外国人集住地区となる団地Aを舞台とし、協働センターや公民館といった社会教育施設を広義的な「公立文化施設」と捉え現状を把握、そして理論と実践の往復を進めることとした。④文化的コモンズに関する理論研究、⑤シンガポールでの調査を開始し、コロナ禍で途切れた政府関係性の再構築／修復に努めた。これらの成果に伴い、⑥「KAAT×北海道教育大学・公立小松大学・静岡文化芸術大学「私たちの地域社会における共生をめざして」」の討論者等、アートマネージャーに向けたアウトリーチ活動も実施できており、2023年度も本研究に関して当該分野の「現場」との対話ができる見込みが既にある。
