项目摘要

本研究は、EUと欧州高等教育圏（EHEA）双方が関わる中で実現した学生モビリティに関するベンチマークの策定過程を実証的に考察することにより、並存する2つの協力枠組みの関係性を「協働」という概念で捉え直し、それがヨーロッパ・レベルにおける政策協調の進展にもたらすポジティブな働きを明らかにしようとするものである。今年度前半は、海外での最新の研究動向についてまとめつつ、日本で入手可能なEUおよびEHEAの政策文書を用いた分析を行い、前述のベンチマーク策定過程の各段階においてEUとEHEAそれぞれが果たした役割を明らかにした。その上で、3月にヨーロッパでの現地調査を実施し、ヨーロッパの高等教育政策に関する調査研究・政策提言の経験をもつ専門家へのインタビューや現地の大学の研究者との意見交換・学術交流を行った。これらにより、ベンチマーク策定過程のうち政策文書からは不明な点について情報を得られると同時に、進めつつある考察に対する貴重な意見がもたらされた。これらから、今年度の研究成果としては、ベンチマーク策定過程の中でもとりわけ初期の合意形成段階ではEHEAが中心的役割を果たすが、技術的議論が中心となり専門知識や統計データを必要とする段階からは主として欧州委員会を中心とするEUの役割が大きくなるという、2つの枠組みの間での役割分担を前提とした協働の実態を明らかにすることができた。その成果については、「高等教育分野におけるEUと欧州高等教育圏（EHEA）の協働ー学生モビリティのためのベンチマークの事例から」として、11月に日本EU学会第43回研究大会で行った口頭発表、および2023年度公表予定の論文の一部となっている。
