本研究は、アメリカとソ連の対立が露呈化し冷戦構造が確立されていった第二次世界大戦後から1960年代初頭における、アメリカのヨーロッパ統合研究の誕生と発展のプロセスを、米欧間の人的・知的交流の視点から分析するものである。今年度は、そもそもなぜ冷戦初期のアメリカにおいてヨーロッパ統合に関する研究が必要とされ、組織化されたのかという視点から研究を行った。アメリカにおけるヨーロッパ統合研究は、ヨーロッパ統合推進の父とされるクーデンホーフ＝カレルギ―伯爵が第二次世界大戦中にアメリカに亡命した際、彼を中心にニューヨーク大学で急速に進められていった。第二次世界大戦が終結し、アメリカの脅威としてソ連が台頭して冷戦が新たにはじまると、理念的なレベルで知識人を中心に支持されていたヨーロッパ統合研究は、反共政策に利するものとして、政治的なレベルでインテリジェンス・コミュニティや政策立案者らを中心にその必要性が認識され、重要視されるようになる。具体的には、第一に反共ブロックとして西欧諸国が結束するためにヨーロッパ統合が必要であると考えられたこと、第二にヨーロッパ統合を具現化・制度化することで西ヨーロッパにおけるアメリカの軍事的・経済的な負担を軽減すること、第三に「近代化」の観点からアメリカ的な政体・経済システムをモデルとして西ヨーロッパ諸国を再建することが理想視されたことが、アメリカにおけるヨーロッパ統合研究の発展の重要な推進力となったことを明らかにした。
