・具体的内容本研究は、保育所で発生する「不適切な保育」の問題が、保育士の労務管理や園の方針・体制と密接に関連していることを、多角的に明らかにするものである。当該年度においては、おもに以下の二点に取り組んだ。（１）元公立保育園園長へのインタビュー調査の実施、（２）労働組合によるアンケート調査票・調査票の作成協力である。（１）東京都のA自治体が運営していた公立保育所で働き、園長も務めた経験のある方に、８月、および１月と計２回インタビュー調査を行った。聞き取りを通じて、「不適切な保育」がどのような条件下において発生しうるのか（運営主体の違いや人員体制のあり方）また、同様の事態が発生した場合、再発防止に向けてどのように問題が共有されるのかとうについて把握することができた。（２）「不適切な保育」や虐待といった問題の性質上、インタビュー調査の対象者獲得に難航した。そのため、保育士の労働問題に取り組む個人加盟ユニオン（労働組合）に協力を仰ぎ、当該問題に関するアンケート調査（インターネット調査）を実施するに至った。調査票の作成から参加し、１月より調査を実施、３月時点で100件を超える回答が得られている。・意義、重要性近年、保育所における「不適切な保育」の存在が報道されるようになったが、とりわけ2022年度においては、全国的に虐待の問題が発生し、広く社会的関心を集めた。静岡県で起きた事件では、加害保育士が逮捕されたこともあり、加害者の素質や教育課程の問題が大きくクローズアップされた。だが、報道を通じて事件の詳細を追っていくと、保育士個人の問題にとどまらず、保育所の人員体制や労働環境も無関係ではないことは明らかだ。保育所で発生する「不適切な保育」や虐待の背景にある問題を探ることは、喫緊の課題である。
