現代社会はリスクに取り囲まれており「リスク社会」と呼称される。過剰なまでの安全への追求が社会的な混乱につながることもあり，リスクに対処する知識や能力を身に付けることはこれまで以上に市民に求められている。リスクを正しく恐れ，適切に対処していくためには，確率概念を用いてリスクを定量的に捉える視点は欠かせない。しかし小学校段階のカリキュラムでは確率概念に明示的な焦点が当てられておらず，今日の社会状況に対応しきれていないことが問題視されている。小学生も多くのリスクに直面している現状を踏まえれば，リスクに対処する知識や能力を身に付ける必要がある。そこで本研究では，小学校段階におけるリスクの大小判断能力を培う確率教育プログラム開発を目的とする。研究の方法は，まず小学生が持ち合わせているリスク判断の特徴を解明する。次に調査結果を踏まえ，学習者の認知に見合った教育プログラムを提案する。さらに教育実践を通してその妥当性を検証する。令和4年度は，基礎的なリスクの定義の一つであるNational Research Council(1989)による「被害の生起確率と被害の影響の大きさの積」に着目し，国内の児童を対象に実施した期待値（リスク）判断に関わる認識調査を分析した。その結果，小学校第1学年の段階で59.1%の児童が，誤判断は含まれるものの，確率と確率変数値（影響の大きさ）の2変数を考慮した判断を行なっていることなどが示された。また確率概念と関連する数学概念に対する児童の認知的特徴を認識調査より明らかにした。これらの一部は，「小学校段階における学習者の期待値判断の学年横断的調査研究」，数学教育学会誌 63(1,2)，29-43などで明らかにした。

Modern society is called "society." The pursuit of safety and security in society is a matter of concern to the public. The concept of accuracy can be used to determine the exact location of the problem. The focus of the concept of accuracy in the primary school hierarchy should be on the social situation of today. Elementary school students face up to the current situation, and their knowledge and ability are necessary. This study aims to improve the ability of judging the size of primary school grades and to develop the education system. The method of this study is to clarify the characteristics of pupils 'decision making. The results of this survey indicate that learners 'cognition is related to education. This is a demonstration of the appropriateness of educational practices. In 2004, the National Research Council(1989) focused on the basic definition of "the incidence of victimization and the impact of victimization." The results showed that 59.1% of children in the first year of primary school were misjudged, and the accuracy rate was changed.
