国連システムの実施する人道支援活動は大きな転換期を迎えている。冷戦終結後、多種多様な地域紛争が数多く発生し、その犠牲者の数は急増の一途をたどっている。それに伴い、国連システムの遂行する人道支援活動も紛争予防、治安維持、難民保護・帰還、経済社会開発、人権保護、停戦後の当該国家のガバナンス改善などの諸分野を包括し、その活動内容はますます深刻化、複雑化、グローバル化しているのである。この様に人道支援活動に対するニーズが世界各地で飛躍的に増大しているにもかかわらず、主要加盟国は国内事情などによりマルチラテラリズムに対するコミットメントを大きく減退させているのが実情である。冷戦終結後の世界において、国連システムは人道支援活動に関してどのような役割を遂行すべきであるのか。それに対して、加盟国はどのように関与すべきであるのか。このような問題意識の下に本研究は着想された。従来まで、国連システムの実施する諸活動に関する研究は、国際法学者、国際政治学者、国際経済学者らが自らの専門性を維持しつつ、あくまでその学問的枠組みの中で多様な国連活動の一側面に焦点を当てて研究を行ってきた。しかしながら、近年の世界秩序の流動化を背景にして、既存の学問領域の枠を乗り越え、国連システムの実施している紛争予防、平和維持、難民保護・帰還、停戦後の国家再建などの様々な諸活動を「人道的支援活動」として理論的かつ包括的に総合化するという作業は、最近になってようやく着手され始めている。本研究は基本的にこれらの研究の延長線上に位置づけられるものである。以上のように、本研究では、国際機関による「人道的介入」の問題を中心的テーマに位置づけつつ、旧ユーゴスラビア、ソマリア、モザンビーク、ルワンダなどのケースを中心に、国連加盟国、とりわけカナダと日本の人道支援活動分野における対国連政策を実証的に考察した。この場合、両国の政策上の共通点と相違点は何か、そもそもそれらが生じる原因は何かといった問題を、両国の国内事情、国際的地位、外交理念、具体的な政策内容などに焦点を当てて考察を行った。

Humanitarian support activities for the implementation of the United Nations system are expected to continue during the next five years. After the end of the cold war, many kinds of regional disputes have arisen, and the number of victims has increased rapidly. The humanitarian support activities carried out by the Chinese and foreign governments include conflict prevention, law and order maintenance, refugee protection, repatriation, social development, human rights protection, and post-conflict improvement of the country's infrastructure. The activities include deepening, rehabilitating, and reforming the environment. The humanitarian support activities of these countries have increased rapidly around the world, and the major participating countries have increased their domestic affairs. This study is based on the problem consciousness. International law scholars, international political scholars, and international economists have been studying various activities related to the implementation of international relations since the beginning of this year. In the context of the recent fluidity of the world order, the expansion of existing fields of knowledge, the implementation of national systems, the prevention of disputes, the maintenance of peace, the protection of refugees, the restoration of post-suspension national reconstruction, and other activities, such as "humanitarian support activities" and theoretical integration, have recently begun. This study is based on the basic research on the position of the terminal board. This study aims to examine the core issues of humanitarian intervention in international organizations, including the identification of humanitarian assistance activities among member states of the United Nations and the implementation of United Nations policies. The situation, the common point of the country's policies, the reasons for the occurrence, the domestic affairs of the country, the international status, the foreign policy concept, the specific policy content, and the focus of the investigation.
