平成19年の学校教育法改正により規定が新設され、小・中学校教育で、その形成に"特に意を用いなければならない"資質能力が法定化された。第30条第2項の「…課題を解決するために必要な思考力、判断力、表現力その他の能力をはぐくみ、…」(下線は報告者)とある。来るべき「知識社会」への準備期間であるグローバル化社会に生きる子どもたちにとっては、「その他の能力」も含めて必要な資質能力ととらえた。平成24年度の本研究では、小学校教員3名と中学校教員3名を研究員に委嘱して、小・中学校7か年の社会科学習で習得させたい資質能力のうち、言語活動の充実に求められる資質能力に着目して、授業開発や授業構成などの授業づくり段階で検討した結果、カリキュラム開発のための内容と活動を組み合わせた基礎的資料が収集できた。言語活動の充実に求められる資質能力を明確にするために、日々の授業を想定した教育内容知識(PCK=pedagogical content knowledge)を重視することにした。カリキュラム作成のための枠組みに"教育内容知識"欄を設けた。その結果、作成したカリキュラムの"教育内容知識"欄には、「教員はいかにしてカリキュラムをつくるのだろうか」、「教員はいかにしてカリキュラムをつくる力量を形成するのだろうか」という問いへの、カリキュラム開発者の思いや考えが記され、第3者による追実践も容易になった。しかし、これだけでは不十分であると考え、カリキュラム評価も記述することとした。学校現場の実践家がともすれば児童・生徒の学習パフォーマンスを評価の対象として、それで足れり、と考えるところを一歩踏み出してカリキュラム評価に挑戦した。開発したカリキュラムを加筆修正して更新する一助となれば幸いである。研究成果の一端は、平成24年9月の日本社会科教育学会第62回全国研究大会(於東京学芸大学)で発表し、一定の評価を得た。
