国際的には依然として経済が停滞し続けている低開発国と高い経済水準を維持している先進諸国が並存しており,また,国内的にも後進地域と先進地域が並存している.このような状況は,従来から経済成長モデルによって分析され,特に,60年代からの新古典派経済成長理論は大きな貢献をなした.しかし,そこでは経済成長の源泉は,主に外生的に想定された技術進歩であり,理論的には大きな限界が有った.80年代半ばより,この限界を克服する理論として内生的経済成長論が大きな発展を見せ,経済の持続的成長を説明することに成功した.本研究は,この新たな内生的経済成長論のフレームのもとで,社会資本整備政策が経済成長に与える影響を分析している.そして,主な知見として,混雑現象や維持費用の増大が著しいもとでは,内生的経済成長理論のフレームでも持続的成長が困難になり得る事,また,成長率が低下して経済が定常化したもとでは,社会資本整備のための財源調達手段が経済的厚生を支配し,そこでは最適な財源調達手段が存在し得ることを示している.

The international economy is still stagnating, the low level of development and the high level of development are maintained, the advanced countries coexist, and the domestic economy and advanced regions coexist. This paper analyzes the development of neo-classical growth theory from 1960s to 1970s. In the 1980s, the limits of theory and endogenous theory of economic growth were overcome. This study analyzes the new endogenous economic growth theory and the impact of social capital policy on economic growth. The main idea is that the phenomenon of confusion and the increase of maintenance costs are difficult to achieve due to the inherent economic growth theory. However, the growth rate is low, the economic growth is constant, and the financial resources adjustment means of social capital are dominated by the economic growth, and the optimal financial resources adjustment means exist.
