项目摘要

本研究の目的は、戦後における国立大学の財政資源配分の構造的特質と現在の状況の位置づけを行うことであった。平成12年度は、まず、国立大学の財政資源配分システムの構造を分析するための枠組みを検討するために、国内外の高等教育財政の文献をレビューするとともに、国立大学財政の歴史的な分析のための資料収集を行った。具体的には戦後国立大学財政に関する学術論文、エッセイ、実態調査研究、官公庁出版物、国会の議事録等を収集し、整理した。さらに国立大学の資源配分の現状については、これまで行われた国立大学財政に関する調査、特に90年前前半に行われた大学の研究環境に関するいくつかの実態調査、国立大学教官への調査等について可能な限りデータを入手し、予算関係の資料を収集した。平成13年度は、必要に応じて、資料の収集と整理を継続して行うとともに、まず、国立大学の財政資源配分を分析するための視点や枠組みの整理検討を行った。教育研究サービスやそのための財政資源を巡って行われる多様な交換関係を調整する(すなわち、教育研究の需要の量や質を発見し、供給すべき教育研究の量や質を決定し、その生産活動のための資源の獲得や配分を決定するのに必要な調整)方法に、「市場」的調整と「組織(制度、政策を含む)」的調整があるという観点から、国立大学の財政資源配分を検討した。次に、この枠組みに沿って、具体的に戦後の国立大学財政の歴史的展開を分析した。国立大学の財政資源配分は戦後になっていかなる構造を有し、それがどのように変化してきたか、その背景は何か、といったことを分析し、市場的調整の拡大をたどった。さらに、国立大学財政に関する調査研究を再分析し、現状の把握を試みた。
