本研究の目的は、戦後日本の学術政策の構造と機能を分析することであった。その際学術政策を、学術研究を推進する上での単なる支援機構として見るのではなく、学術固有の自主性の要求と社会からの効率性の要求とをいわば媒介・調整するものとして位置づけ、この観点から学術政策の構造と機能を捉えようとした。今年度は、こうした分析の全てを行うことはできなかったが、主に学術研究活動の財政基盤、学術研究投資に注目し、学術政策を研究していくための基礎的な作業を行った。まず第一に、学術政策を捉えるための枠組みを構築するための資料(科学史、科学論等)と学術政策そのものに関する資料(政府刊行資料等)を収集・整理した。後者については主に、学術研究の財政基盤、学術研究投資に関する資料の収集・整理を行った。第二に、その資料の分析を行った。学術政策を捉えるための理論的枠組みついては、包括的なものはできなかったが、学術研究投資の多様な側面を整理し、学術研究に投資が行われる根拠と学術の社会的位置づけとの関係に関してタイポロジーを行った。また、それを基礎にして、具体的には戦後日本を取り上げ事例研究を行った。その結果、戦後日本では、学術研究投資が学術研究の社会的な位置づけと密接に関わる形で行われており、政府の学術政策が、社会からの要求を媒介するという点でかなり機能的であることがわかった。
