项目摘要

平成14年度には、大学のファンディング改革と組織的対応との関係に関する分析枠組の構築のための文献レビュー、戦後日本の大学のファンディング・システムについての歴史的研究を行い、平成15年度は、それに引き続いて、英国の大学におけるファンディング・システムについて調査と分析を行ったが、平成16年度は、さらに米国の研究大学におけるファンディング・システムと大学組織の関係について調査研究を行った。米国の大学で取り上げたのは、ミシガン大学とカリフォルニア大学バークレー校であるが、その二大学に限定せず、米国の研究大学のファンディング・システムと大学組織について、研究活動、大学院教育、学部教育との相対的な相違、さらに日本との相違に着目して、モデル化を行った。政府のファンディングの政策の動向に対応して、大学がいかなる対応をし、大学運営やガバナンスの上でどのような変化があったのか、また、外部研究資金の増加に対する学内資源配分の再編成について検討した。日本の現状については、従来国立大学の財政の中核に位置づけられてきた教育当積算校費や学生当積算校費といった当たり校費の教育研究基盤校費への移行に伴って生じた、幾つかの大学での校費の学内配分方式の変化の傾向を検討し、また、現在進みつつある国立大学の法人化によるファンディングの変化が大学組織や大学のガバナンスにどのような影響を与える可能があるのかを検討した。それらをふまえて日米英の大学ファンディング・システムと組織との関係について比較し、モデル化を行った。
