2003年度は、同じく9月に2週間にわたりベルリン、ドレースデン、ライプツッヒなど旧東ドイツ地域におけるベンチャー振興策と両ドイツ統合後の復興状況を調べた。滞在中は、ドイツのインキュベータ協会やベンチャーキャピタルなどを集中的に調べた。このうちインキュベータは、ベンチャー育成の重要な手段のひとつとして、世界各地で産業を活性化する手立てとして有力視されている。近年、日本でもインキュベータの設立が相次いでいる。しかし、建物は立派であるが、インキュベータを運営する要役のインキュベータマネージャーが不在であったことなど課題は多い。ドイツにおいては、インキュベータの範囲が日本と異なりリサーチパークを含むなど幅広く解釈されていたが大学との協働関係が密接であった。私は、国連ユネスコの事業の一環として「The Technology Business Incubator Manual」(M.Lalkaka著)の翻訳(共訳)を行い2002年11月に日本経済評論社から「テクノ・インキュベータ成功法」として発行した。この出版は、原著の世界初の翻訳本で日本ベンチャー学会の2002年度重点事業としても行われた。現在、この本に書かれている内容とドイツの比較研究も行っている。一方、ドイツのベンチャーキャピタルは、ドイツの中小企業において同族経営が多いせいであろうが、日本でいう私募債発行に便宜を与えているのが興味深かった。経営者が外部に資金調達の中身を知られたくないのが、その理由でここでは、日本とよく似た企業経営の風土があると親しみを感じた。
