项目摘要

これまで、社会教育をはじめとする教育の効果は測定することが難しいものとされてきたが、このたび、市民活動分野で最近注目を浴びているソーシャルキャピタル論の成果を踏まえ、社会教育事業等の効果について客観的に測定する指標等を設定し、それらに基づいて実際にそれらの効果を測定してみることとした。具体的には、北海道長沼町と横浜市の住民を対象に、社会教育事業などにより、次に掲げる項目(抜粋)が影響を受けたかどうかについて、質問紙調査を実施した。・生きていく上で楽しみや充実感が増したか否か・特定のテーマに関する専門的な知識が深まったか否か・友人・知人ができたか否か・人の意見を尊重にするようになったか否か・地域の人と話したり連絡を取りあったりする機会が増えたか否か・地域活動やボランティア活動に対する関心が高まったか否かその結果、社会教育事業に参加したり社会参加活動を実践したりしている人は、それらを行っていない人よりも、特定のテーマに関する専門的な知識の深まりはもちろんのこと、生きていく上での充実感が増したり、地域への関心が高まったり、他の住民とのコミュニケーションの頻度が増えたりしていることが明らかになった。従来、社会教育関係者も含めて、社会教育活動の意味づけを「教育」という狭い範囲に閉じ込めてきた傾向があったが、今回の調査研究で、社会教育の意義や役割を「コミュニティ形成への貢献」という視点も加味して捉え直すべきであることが科学的に証明されたことになり、インパクトのある研究成果を得ることができた。
