高知県中央東部には,地方小都市の中心部からその郊外地域,住宅地域,商業地域,農村地域およびそれらの混在地区が含まれ,我が国の各地に散見される標準的な地域と考えられる.この地域に近年付加された音環境の変化要因2種に着目し,それによる住民の心理的効果を探ることで地域発展に貢献する方策を提案することを試みた.まずは,2002年7月に開通した土佐くろしお鉄道ごめん・なはり線の沿線を対象に,土地利用形態の異なる3カ所において鉄道騒音の実測調査および社会調査を実施し,地域の活性化に活用するための基礎的データを収集した.その結果,鉄道騒音に対する周辺住民の不快感が,3地域間において相違のあることが認められた.すなわち,暗騒音レベルの高い商業地区の方が暗騒音の低い農村地区の住民以上に強い不快感を示すという予想に反した結果となった.これは,同鉄道が県東部の農村地区住民の長年の夢が叶って開通したことに起因しているとも考えられる.また,騒音源の周波数分析より,一般に人間が不快感を覚えると言われている範囲に近い400-3000Hzに卓越領域があることも判明した.さらに,騒音の発生が予測されるような事業を新規導入する際には,暗騒音レベルの低い地点を適地として選定することが妥当であるとも言える結果となった.次に,2004年2月に滑走路が2,500mに延長された高知龍馬空港の騒音被害補償対象地域周辺住民を対象として,ヒアリング調査を実施した.その結果,補償対象地域外でも不快感を抱いている人は少なくないが,その地区の音圧レベルを測定するとWECPNL=60dB以下となり,必ずしも音圧レベルだけでは評価し得ないことが分かった.今後,行政の施策に供するには,さらなるデータの蓄積に加え,音環境評価方法の検討も必要であると考えられる.
