项目摘要

福祉対象者に対する居住サービスは、従来分野毎、利用者の属性・主体条件別に縦割りで、かつ中・大規模集約型施設中心に計画論のないまま展開されてきた。「ノーマライゼーションの理念」などが浸透しつつある現在、暮らしの場、生活拠点としての入所施設の再構成が求められている。本研究では、制度化されている入所型社会福祉施設全体を横断的に対象として設定し、文献・資料や各種の調査を基に居住機能の諸問題・課題、方向性について解明を試みた。施設全体について統計的に、1施設当り定員を基にした規模指標でみると、制度に規定されながらも多くの施設種で規模減少の方向にあること、ただし施設種や地域(都道府県・政令都市)によって格差が生じていることが明らかになった。従来型の代表として知的障害者対応の大規模施設である「コロニー」を調査し、成人中心化、地域化、居住機能重視の動向を把握した。大規模施設ゆえの長所と短所を整理できた。また、具体的な施設生活実態を明らかにするために、空間構成・利用者のグルービングの異なる児童施設を事例観察調査し、居住機能の小集団での完結性が利用者の生活、プライバシー、安定などに良好な影響を与えていることを知った。さらに、居住機能の小規模分散配置の新しい試みである小集団構成、住宅化を意図したグループホーム形態の発展過程、動向と制度や現状、先駆例を考察することで、利用者にとって望ましい形態の主要な位置を占めていることが把握できた。
