本研究では『住みやすさ』といったような非経済的要素を定量的に把握することを試み、経済指標と合わせて生活質水準を考慮した厚生水準指標によって、合理的かつ具体的に地域の水準を表現する総合評価手法を作成した。本研究の構成は以下の通りである。1)従来の指標に関するレビュー従来より提案されてきた各種の指標および関連研究についての文献収集、ヒアリング調査等を行い、それらでは評価要素の抽出や総合化において合理性に欠けるといった問題点等を整理した。2)地域の構成水準指標体系の作成とその合理化方法の開発地域の厚生水準をこう制すね個別要素を、従来より行われてきた各種の評価指標等を参考に列挙し、それらをトゥリ-構造によって体系化した。このとき要素として生活質を表す指標および地域外で高次のサービスを享受する機会を表す指標を明示的に取り入れた。作成した厚生水準指標体系をもとに、指標の総合化を行った。各評価要素に対する個別評価を総合化する評価関数には加法線形関数を用い、重みは、評価者の価値観を一対比較アンケートから探る方法によって求めた。各要素の重みは評価者の価値観の曖昧性や複数の評価者の価値観の相異から、本来分散を持つものであり、総合評価結果においても、平均値とともにこの分散も明示した。3)計算機支援システムの開発本手法を国土・地域分析の有効な支援トゥールとするために、総合評価の計算機支援システムを開発した。4)総合評価の適用提案した手法を用いて全国の都市を対象に評価を試み、開発した手法および支援システムの実用性、汎用性を確認した。以上提案した総合評価手法は、国土・地域計画の策定をはじめとする様々な地域分析に役立つものと考えられる。

This study is based on the quantitative analysis of the non-economic factors, the quantitative control, the experimental indicators, and the economic indicators.
