本研究は都市広域化のもたらす環境影響を,都市圏全域という巨視的な視点から,都市の人工的な小空間における生活環境という微視的な立場まで多面的に調査し,そこで起こりつつある現象を解明し,それへの対策を見い出し,提言へとつなげようとするものである。全体研究は,(1)広域都市圏の環境計画,(2)都市の広域化に伴う環境変化,(3)都市社会基盤システムのもたらす環境影響とその改善,(4)都市人工空間の環境評価,という4つの部門から構成される。本研究(基礎班)は,このような都市環境に関する総合的な研究を十分な成果をうるよう導くために組織され,研究内容の調整,研究成果報告会の開催,研究成果のまとめ等を主な業務としている。本年度においては全体会合を計5回開催し,研究計画の調整と確立に務めるとともに,以下のような活動を通してこのような大組織かつ学際的な共同研究の円滑な遂行とその社会的還元を図った。(1)昨年度と同様に本研究会独自のシンポジウムを開催し,環境問題研究者や自治体・民間企業の実務者との議論を積極的に行い,研究の相互理解と研究計画の最終的な確認,調整に務めた。(2)基礎班では,各研究者のこれまでの研究実積や本研究での成果を社会に還元することを目的に,都市環境問題やそれへの対策について体系的に論じた書物の出版を計画し,初年度より執筆内容に関する綿密な議論と調整を行ってきた。本年度においてはこれらの集大成として「都市と環境-現状と対策」を刊行した。(3)基礎班では,研究成果をより社会的かつ実務的な観点から再構成し,重要性や緊急性等を考慮の上,いくつかの提言の形でとりまとめた。都市環境問題の重要性や社会的な関心の高さを考えると,研究成果を提言という具体的かつ平易な言葉によって社会に還元する意義はきわめて大きいものと考える。

This study is aimed at investigating the environmental impact of urban regionalization, from the perspective of metropolitan area, urban artificial small space, living environment, Weishi app, and multi-faceted investigation, so as to clarify the phenomenon of urban regionalization, and to propose countermeasures. The overall research includes (1) environmental planning for the vast metropolitan area,(2) environmental changes associated with urban sprawl,(3) environmental impacts and improvements on the urban social foundation, and (4) environmental assessment of urban artificial spaces, which are composed of four departments. This research (basic class) is a comprehensive study on urban environment. It is a very important part of the research. The results are organized, the research content is adjusted, the report of the research results is urged, and the research results are promoted. This year, we will hold five meetings to promote the adjustment and establishment of research projects, and the following activities will be conducted through large organizations and joint research on social development. (1)In the past year, the research institute has been working independently to promote the discussion of environmental issues, local governments and private enterprises, and to actively carry out research on mutual understanding and final confirmation of research projects and adjustment of work. (2)Basic class, each researcher's research accumulation, the results of this research, social factors, objectives, urban environmental issues, policy, system, book publishing plan, initial year, writing content, continuous discussion and adjustment. This year's edition of "Urban Environment-Current Situation and Countermeasures" was published. (3)Basic class, research results, social issues, re-composition, importance, urgency, etc. are considered, and the form of the proposal is considered. The importance of urban environmental problems and the high level of social concern are examined, and the research results are proposed in detail.
