生涯学習情報提供・相談システムの関連文献を収集・分析し、アンケート調査と実地調査のための手順と内容を確定した。都道府県の各教育委員会および生涯学習モデル市町村の各教育委員会の生涯学習担当部局に生涯学習情報システムの構想および実態についてのアンケート調査を試みた。さらに全国の都道府県市立図書館および生涯学習モデル町村の図書館を合わせて759館を対象に生涯学習情報システムと公立図書館サービスとの関係についてアンケート調査を実施した。実地調査に関しては、実際に生涯学習情報システムを構想あるいは実現させている自治体のなかから、地域や規模などの条件を考慮し、北海道、群馬県、東京都、富山県、大阪府、島根県、鹿児島県、花巻市、仙台市、鹿屋市の10自治体を選び、生涯学習関係部局を訪問し、担当者にインタビューを試み、システムを実見して、各種の資料および情報の収集を行なった。地方自治体の教育委員会と公立図書館を対象としたアンケート調査の回答データを分析し、全国レベルにおける生涯学習情報システムの実態を明らかにし、公立図書館がどのような形で関わっているのか、あるいは将来的にどのような関わり方が可能であるのかを究明することができた。また生涯学習情報システムの実地調査では、アンケート調査では明らかに出来ない具体的な状況を把握することができた。この実地調査結果を分析し、地域的な条件の異なるシステムにおける公立図書館の役割モデルを提示した。

Career learning information provides a collection of related literature, analysis, research, research and content determination. Career Learning Information System and Practice Survey conducted by Career Learning Department of Education Committee of Prefectural Government In 2009, the National Prefectural Government Library and Career Learning Center jointly organized 759 libraries to conduct research on career learning information and relationships between public libraries. In the field survey, we made assumptions about career learning information, and we took into account the conditions of local government, regional size, and the selection of 10 local governments in Hokkaido, Gunma, Tokyo, Toyama, Osaka, Shimane, Kagoshima, Hanamaki, Sendai, and Kagoya. We also made interviews with the Career Learning Relations Department, and we made inquiries about the role of the person in charge of career learning information. All kinds of data and information are collected. The education committee of the local government and the public library shall analyze the answers to the survey, clarify the status of career learning information system in the whole country, clarify the shape of the public library, and clarify the possibility of future research. The career learning information system is based on the actual survey, and the survey is based on the specific situation. The results of this survey were analyzed, and the differences in geographical conditions were noted.
