〔1〕本科研においては、19世紀基金立学校関連の資料収集及びその内容の整理・検討を通して、基金立学校の改革への公的関与の実態と課題について究明した。(1)『チャリティスクール調査会(ブルーム調査会)報告書(1818)』を調べ、イ-トンカレッジ他の設立定款(statutes)について明らかにした。(2)後の「学校調査会」において参照された、王立図書館専門委員のN.Carlisle(1771-1847)編『イングランド及びウェールズにおける基金立文法学校の概説』(1818)における基金立学校の分析視点を解明した。(3)公益信託調査会報告書『学校の摘要と教育のためのチャリティー』(1842)における調査の視点と項目について整理した。(4)『内外学校協会年次報告書』(1814-1900)、『国教会年次報告書』(1812-1900)に基づき、両協会の学校経営における財政管理について明らかにした。(5)『チャリティ委員会年次報告書』(1854-1900)から、基金立学校関連部分を抽出する作業を行った。(6)『基金立学校委員の報告書』(1896-74)により、基金立学校の改組の関わる項目の整理を行った。〔2〕以上の資料分析から、次の点が判明した。(1)チャリティ委員会専門委員のA.F.Leach(1851-1915)は、次の3点に着目した。(1)教会と国家の関係;宗教改革以前の教育施設への国教会の関与を認めない。(2)free(無償)の意味;関与からの自由ではなく、15歳以上で年間生計維持費が15マルク(=£3.6s.8d)以下を宣誓した者。(3)中等教育調査会報告書において学校調査会の学校統計の誤りを指摘;学校設立の起源の確認と施設の性格(学校か教会附属施設か)の確認の必要性を強調。(2)こうしたLeachの視点は、基金立学校への国家関与の限界を奈辺に定めるか、さらに基金立学校への補助金の可否の原則をどのように定めるか、に関わって後に論争を引き起こすことになった。(3)基金立学校への給費生以外の通学生(私費生)の入学が、学費の市場原理的考え方を同時にもたらし、その結果、階層・学校文化・生活様式・教育内容などの点から、基金立学校は中流階級の教育機関としての性格を強めることとなった。

[1] This research focuses on the collection of data related to foundation schools in the 19th century and the collation and discussion of their contents. It also focuses on the study of the relationship between the reform of foundation schools and their status. (1)The "Report of the Investigation Committee (1818)" was published in the "Regulations on the Establishment of Other Regulations". (2)Later, in the "School Survey Committee", reference was made to N.Carlisle(1771-1847), a member of the Wang Library, who edited "Introduction to Foundational Grammar Schools"(1818). (3)The report of the Public Trust Investigation Committee,"Summary of Schools and Education"(1842), was organized from the viewpoint of investigation. (4)The Annual Report of the Association of Internal and External Schools (1814-1900), the Annual Report of the National Church (1812-1900), and the financial management of the Association of Internal and External Schools (5)Annual Report of the Committee (1854-1900) (6)Report of the Committee of Foundational Schools (1896-74) [2] The above data analysis is divided into two parts: the first part and the second part. (1)A.F.Leach(1851-1915), a member of the committee, was the first to appear in the committee. (1)The relationship between the church and the state; the relationship between the church and the state before the religious reform (2) Free means free; the person who is above 15 years of age and below 15 years of age and who is under oath. (3)In the report of the Secondary Education Survey Committee, errors in the school statistics of the School Survey Committee were criticized, and the need to confirm the origin of school establishment and the character of facilities (school and church affiliated facilities) was emphasized. (2)The viewpoint of Leach, the national relationship and the limit of the foundation school, the principle of the grant of the foundation school, the relationship between the two, the dispute, etc. (3)Foundation schools provide students with access to education outside the school fees (private students), tuition fees, market principles, results, class, school culture, life style, educational content, and education institutions.
