Studies of Persuasion and Public Acceptance in Policy-Making Processes

本研究旨在探讨政策制定过程中的说服与公众接受。在一个民主社会里，某种政策的支持者和反对者经常试图说服公众接受或拒绝它。这项研究从理论上模拟了积极的支持者或反对者如何行动，以获得公众对政策的接受或反对。该理论研究已于1996年4月12日至14日在德克萨斯州休斯顿举行的公共选择学会和经济科学协会年会上提出。这项研究也将在1996年5月25日至26日举行的日本经济政策协会年会上提出。将理论分析应用到成田机场反对运动、核电站反对运动、环境税等实际政策问题上的研究，由于理论研究的难度较大，因此被推迟。实证研究结果将在几个月内发表。

This research aims to explore theoretically and empirically persuasion and public acceptance in policy-making processes. In a democratic society, both proponents and opponents of certain policy often try to persuade the public to accept or refuse it.This research modeled theoretically how the active proponent or opponent group moves in order to attain public acceptance for or against the policy. The theoretical research was presented at the annual meetings of the Public Choice Society and the Economic Science Association, Houston, Texas, April 12-14,1996. The research will be also presented at the annual meeting of the Japan Economic Policy Association on May 25-26,1996.The research into application of the theoretical analyzes to actual policy problems such as the movement against Narita Airport, a nuclear plant, and environmental taxs is delayd due to the difficulty of completing the theoretical research. The empirical research will be published in several months.
