Governments in developed countries recently tend to cut public expenditure on higher education mainly due to their budget deficiencies. This research found that State universities in US had raised tuition to keep their quality of education while national universities in Japan had decided not to raise the tuition level to provide higher education opportunities for less affluent students.

近年来，发达国家的政府倾向于削减高等教育的公共支出，主要是由于其预算不足。这项研究发现，美国的州立大学提高了学费，以保持其教育质量，而日本的国立大学决定不提高学费水平，为贫困学生提供高等教育机会。
