前年度に引き続き、海軍の宣伝・広報に関する史料調査を進めた。国立国会図書館憲政資料室所蔵の斎藤実関係文書、防衛省防衛研究所所蔵の海軍関連文書、昭和館所蔵の海軍軍事普及部関連パンフレット類などの調査を行い、史料の蒐集を行った。また、海軍軍人が執筆した論文等を蒐集した。収集した史料をもとに、海軍軍事普及部に関する研究を進めた。まず、軍事普及部の組織に関する分析を進め、組織の構成や人的構成を探った。政治的な要素の強い宣伝を担う第一課と、国防思想の普及を担う第二課が軍事普及部に存在し、それぞれ盛んに海軍に関する情報の発信を行っていたことを解明した。また、それぞれの課に所属していた海軍将校が、それぞれいかなる職務を担っていたのかを明らかにした。以上の成果を踏まえて、1935年の第2次ロンドン海軍軍縮条約に向けた宣伝活動について分析を行った。その際、軍事普及部第一課長であった、関根郡平の活動に着目した。関根は、軍事普及部に所属する以前から執筆活動を行っていた軍人であったが、軍事普及部第一課長就任後、さらに頻繁に海軍軍縮に関する論文やパンフレット等を執筆していくこととなる。関根は、加藤寛治などの、いわゆる「艦隊派」に近い人物であり、その主張も軍令部系の軍人たちの立場に近いものとなっていた。また、軍事普及部委員長に「条約派」に近い坂野常善が就任した際には更迭運動に加担し、それを実現させた。関根の精力的な活動もあり、海軍軍事普及部は、海軍部外に対する軍縮対策の中心的役割を担っていくこととなる。執筆活動、講演活動等により、海軍は軍縮に対する主張を社会に浸透させていき、最終的には軍縮条約からの離脱という成果を得たのである。今年度の研究により、その実態をある程度解明できたものと考えている。
