项目摘要

本研究は、日本海軍が如何に予算や人材を確保しようとしたのかを明らかにすることで、海軍の組織的特徴、あるいは海軍軍備拡張が社会や政治過程に如何なる影響を与えたのかを解明するものである。今年度は、前年度に引き続いて国立国会図書館憲政資料室・防衛省防衛研究所などの諸機関に所蔵されている未刊行史料、および新聞・雑誌史料の調査を行った。併せて、これまでの研究成果の再検討並びに文章化作業を行った。その結果、下記の成果を得た。①第一次世界大戦後の海軍の宣伝について、大正末期における記念艦三笠の保存過程と海軍記念日を題材に検討を行った。これにより、昭和期にはいってから海軍記念日行事が大規模化したという従来の学説に対して、その淵源が大正14年前後の三笠保存と記念日行事にあったことを指摘した。すなわち、大正11年以降の数年にわたる三笠保存の取り組みが行われるなかで日露戦争顕彰の機運が高まり、同14年に行われた日本海海戦記念行事は既に部内限りといえない規模のものとなっていたこと、海軍は三笠の保存によって博物館としての記念艦三笠だけでなく、日露戦争の顕彰に貢献し、海軍の宣伝・広報の補助たりうる三笠保存会を手に入れたことを明らかにした。以上の内容は、近現代史研究会ミニシンポジウム「軍事史研究の新潮流」において、「日露戦争の記憶と海軍」という題目で報告した。②これまでの研究成果を論文「日露戦後の海軍将校による著作活動」として学術雑誌に投稿した結果、掲載決定を得ることが出来た。当該論文においては、日露戦後の海軍将校による著作活動について小栗孝三郎・佐藤鉄太郎・水野広徳の手によるものを取り上げた。そしてそれらが、一般の国民に考察を深めてもらうことで海軍拡張への支持を得るために、より多くの人々を海軍充実に対する議論に巻きこむことを狙った、論点の提示や背景知識の整備であると位置づけられることを指摘した。
