项目摘要

今年度は、新型コロナウイルス感染症の感染状況を鑑み、国内で実施可能な研究として、分析資料の収集と1990年代以降のカンボジアにおけるメディアを取り巻く社会的・政治的状況に関する分析を進めた。その結果、マスメディア状況・言論環境、法規制、取り締まり事例の観点から1993年の立憲君主制への移行から2021年までを3つの時期区分（①1993～2005年、②2005年～2013年、③2013年～2021年）で整理することができた。マスメディア状況・言論環境に関しては、全ての時期を通じて影響力の強いテレビやラジオは政権与党・人民党が掌握する傾向にあった。影響力が限定的であった新聞に関しては、非人民党系や独立系も活動が許容され、政治不満に対するガス抜きの役割も担っていた。インターネットは、利用者の増加と野党による政治利用を警戒し、規制が強化される中で自由な言論空間ではなくなった。法規制に関しては、非人民党系野党に発言力があった①と②の時期は、言論統制につながるような法制度の制定には時間を要したり、頓挫する傾向が見られた。しかし、③の時期は、野党・救国党の躍進により、人民党がインターネット上の言論空間に対する脅威認識を強め、オンライン上の表現に対する法規制を断行する傾向が強まった。メディアに対する取り締まり事例に関しては、全ての時期を通して、人民党にとって脅威となる非人民党系メディアを攻撃する傾向が見られる。ただしその手法は時間とともに変化しており、①の時期は司法攻撃もあったが、殺害も含む暴力的な攻撃が目立った。②の時期以降、殺害などの暴力的攻撃は激減し、司法攻撃中心になる。③の時期には独立系英字紙や欧米系ラジオ局の支局を閉鎖に追い込むなど、政権批判を展開するメディアへの司法攻撃が強化された。
