この研究は、要配慮者のニーズに合った避難所に必要な要素を日本と海外の事例を比較することで俯瞰的に明らかにし、今後の研究課題を提示することを目的として実施している。2022年度は、浜松医科大学臨床研究倫理委員会の承認後、国内外においてインタビュー調査を行った。調査項目は、要配慮者のための避難所の設置事例・課題、関係機関・地域住民との役割分担・連携状況などであった。国内の対象者は被災経験のある行政機関（1県、3市村）で防災、高齢者、障害者を担当する職員だった。要配慮者数に対する福祉避難所数の不足、介護者確保の困難などの課題が確認された。その対策として、一般避難所に要配慮者のためのスペースを確保する、一般避難所で周りの人の支援を受けるなどの対応を行うことで、一般避難所で要配慮者を受け入れることが有用という意見があった。海外の対象国は洪水被害経験があるタイを選んだ。訪問機関は、社会開発人間安全保障省、被災経験のある行政機関（3県、2市）、NPO（コミュニティ消防団）、国連ESCAP（アジア太平洋経済社会委員会）、大学だった。市レベルで防災計画が作成され、平時から市・地域住民が要配慮者の情報を把握しているため、災害発生時も支援できる体制が整備されていた。寺や学校体育館等が避難所として使用されていた。平時から防災部門と福祉部門の連携・情報共有ができているという話があった。
