1920年の国際連盟の創設によって、国際社会ではじめて民主主義が普遍的価値として支持されるようになった。これまで、国際関係における民主主義についての研究の多くは、民主主義は誰もが肯定的に認めるべき普遍的価値である、という考え方を前提として進められてきた。しかし、そのような前提に基づいたアプローチでは、民主主義の概念がどのように国際社会で核となる概念とされ、同時に国際政治において利用されたのかについて、十分な歴史学的説明がなされないといえる。以上のことを明らかにするため、本研究では、各国の資料館に保存されている個人文書や外交資料を分析し、民主主義がどのように普遍的な国際的価値とされるようになっていったのかを明らかにする。課題採択された8月以降は、イギリスのロンドン・ドイツのベルリン・アメリカのワシントンDCの史料館で調査を行い、とくに1920年代から1930年代半ばまでの国際連盟関連史料を収集した。また、3月には北米のInternational Studies Associationにおいて、本プロジェクトの一部の報告を行った。
