It has spread about the electric wheelchair for the senior citizen in recent years. Therefore, the electric wheelchair's accident with the vehicle increases, and this is become social problem. In this research, it aims at the development of the remote health care navigation system that integrate the ITS technology with the health monitoring of the biomedical measurement to prevent such an accident beforehand. In the running experiment, the measurement of the head response when running in the road sideward and the pavement with the electric wheelchair and driving person's physiological and psychological influence were examined. This is because there are a lot of people who cause the accident since the safety confirmation and the situation assessment are mistaken from the anxiety by passing each other with the car etc. The running experiment did eight university students and two senior citizens as the subjects, measured the change of the acceleration when running about the parietal region … More and the waist and the ventricular rate, and after the experiment, did the questionnaire survey of subject's psychological influence. As a result, it turned out that those who drove received the acceleration of 1G or more when the inclination part to a road, the stone pavement and the roadway running about the road sinking and the repair road, etc. It has been understood that the rise of the ventricular rate is measured in a lot of subjects when running about such a defective road, and there are a lot of people who feel the unpleasantness. Moreover, the ventricular rate tends to increase when the time of passing each other with the car in a narrow road and running in the person garbage. Because driving person's aspect is low, it has been understood that the tension increases even if it is passing each other with the pedestrian. Since these results became more remarkable for the senior citizen, it is necessary to do the driving support control of the running speed and automatic stopped referring to the driving person's tension level and heart beat change.
