项目摘要

本研究では、e-Learning全盛の時代の潮流の中で生まれた革新的なバーチャル・ユニバーシティー構想の失敗および成功事例調査を行い、特に失敗事例がどのような理由、原因で破綻し、停滞しているのかについて欧米を中心とする以下の主要大学を訪問調査した。(1)英国のインターアクティブ大学訪問:同大学のキャンパスを持たないe-Universityとしてのユニークな運営方法、プログラム、スコットランドおよび海外諸大学との連携、今後の方策、動向について調査した。(2)セントイスタバン大学訪問:ハンガリーの高等教育制度に関わる一般情報およびe-Learning, ICT活用についての実情調査、EUにおけるバーチャル大学についての聞き取り調査した。(3)コペンハーゲン大学訪問:デンマーク、スカンジナビア全体およびEUにおける遠隔学習、VU構想に関する聞き取り調査を行った。VUに関しては、特にEU本部を中心に推進されている現状、デンマーク諸大学の取り組みについて調査を行った。(4)EUコミッション訪問:EU圏内における生涯学習、VU関連プログラム、ICT活用状況、また欧州の抱えている課題、EUにおける新規加入メンバー諸国との文化・言語問題、多文化共生への方策などに関する諸課題について聞き取り調査を行った。(5)OECD/CERI訪問:他のユネスコなど国際機関およびEUコミッションなどとの連携活動状況、特にEU圏内におけるバーチャル・ユニバーシティーの最近の動向について聞き取りをし、当方のこれまでの調査結果を踏まえた意見交換を行った。(6)タイサイバー・ユニバーシティー訪問:立ち上げて間もない同大学構想の進展状況、今後の展望について説明を受け、当方より併せて調査目的について説明し、国際的なバーチャル大学構想についての意見交換を行った。(7)Finland Virtual University(FVU)不問:2000-2006の6年間フィンランド教育省予算で進められたフィンランドの全大学、21大学が参加したバーチャル・ユニバーシティ共同活動について聞き取り調査した。(8)米国におけるヴァーチャル・ユニバーシティは、一時期減退したと伝えられたがその後勢いを盛り返し存続している。Western Governorsなど米国ヴァーチャル・ユニバーシティはドットコム時代を生き残り、時代のニーズに適応する戦略を立てる方策を見出しその継続的運営に成功している事例調査を行った。これらの革新的な理念を持って設立されたヴァーチャル・ユニバーシティという教育学習形態そのものが、欧米諸国だけでなく、今後この形態を高等教育に推進しようとするどの国においてもそのビジネスモデル、学習モデル策定に関し多くの考慮すべき問題を内包していることが覗える。本事例調査を踏まえ、本研究代表者が有しているヒューマンネットワークを通して、欧米の研究者との共同研究を実施し、さらに遠隔学習形態に関する根幹的な問題について様々な失敗・成功要因の分析を進める必要がある。

This study investigates the reasons, flaws, stagnation, and failures of the e-Learning hypothesis and successful cases in the midst of the trend of innovation in the heyday of e-Learning. (1)University visit in the UK: the same university's open space, open space. (2)University visit: General information on higher education system, e-Learning, ICT utilization, research, EU research, university research (3)University visits: e-mail, e-mail VU is responsible for the investigation of the current situation and the selection of universities. (4)EU Interview:EU career learning, VU related programs, ICT utilization, European Union issues, EU new regulations, cultural and linguistic issues, multicultural symbiosis strategies, etc. (5)OECD/CERI interview: Recent developments in international organizations and EU countries, the status of connectivity activities, and in particular EU countries, as well as the results of the survey conducted by the OECD/CERI. (6)Interview: I would like to receive an explanation of the progress and future prospects of the university's conjecture at the moment, an explanation of the purpose of the investigation, and an exchange of views on the international university's conjecture. (7)Finland Virtual University(FVU) No questions:2000-2006 6 6 years, Ministry of Education estimates progress, all universities, 21 universities participate in joint activities, research.
