看護分野では，医療の高度化及び意識の変化等に伴い，複雑で多様な事象・課題に対して，自律的に問題を抽出して解決する看護実践能力が求められる。この能力は生涯に渡る研鑽が必要であり，継続的な能力の獲得を保証する教育設計が必要である。本研究では，IBL（Inquiry-Based Learning）を活用し、意欲と継続的な看護実践能力の獲得を担保する教育プログラムを開発すること、基礎教育と卒後教育をカバーした円滑な移行（トランジション）を生み出す教育の設計と検証を目指している。本年は、大学および病院における看護師の能力育成の状況を実証的に確認するため，看護版コンピテンシーテスト及びSDLRSを客観的評価指標として，大学では1年生、2年生、3年生、4年生、病院では入職1年目、2年目を対象に基盤能力の確認を行った。結果を踏まえて弱点等から育成課題を明確化し、IBL（Inquiry-Based Learning）を活用したプログラムを設計した。IBL教育プログラムは、実習前の演習で実施し、病院では院内教育として実施している。IBL教育プログラムの活用によって、学習者の主体的活動による問題発見―問題解決力の獲得強化と、演習から実習への学習意欲の継続を確認している。
