本研究は、歴史文化遺産をめぐる保全概念の発展と「遺産影響評価Heritage Impact Assessment」に関する課題、および我が国における歴史文化遺産に包含される対象と保存・活用の方法の広がりを背景とし、歴史文化遺産とその周辺環境への多様な影響を事前に特定・評価し、負の影響の緩和へ結びつけていく仕組みとして、拡張型の「遺産影響評価」の方法と実装の理論構築を目指すものである。そのため、①わが国の歴史文化遺産とその周辺環境の保存・活用の現場で生じうる「影響」を多面的・包括的に把握すること、②国内外での「遺産影響評価」の導入・運用の実態と課題を明らかにすること、③わが国の現行制度を踏まえた「拡張型遺産影響評価」の方法と実装へ向けた検討を行うこと、④「拡張型遺産影響評価」の計画制度への実装のための実践的な検討を行うこと、を目的としている。2022年度は、①に関し、関連する行政計画の調査等を進め、わが国における歴史文化遺産とその周辺環境への負の影響とその要因 、緩和へ向けた方策の全体像の把握に努めた。また、鳥羽市など研究メンバー各々が関わる地域での活動を通し、実践的な把握も行った。②に関しては、特に「影響」の特定方法と評価方法、負の影響の緩和方策とそれを支える調査分析技術、および保存管理計画との連携に着目した比較分析を行うため、これまでに「遺産影響評価」を実施したわが国と諸外国の世界文化遺産について、関連資料の収集を行った。

This study focuses on the development of the concept of preservation of historical and cultural heritage and the related issues of "Heritage Impact Assessment", including the objectives, preservation and utilization of historical and cultural heritage in China. The method of "legacy impact assessment" of Zhang type is to construct the theoretical framework of the project. (1) The history of the country, the preservation of the environment, the use of the site, the impact, the multi-faceted control,(2) the introduction and application of the heritage impact assessment at home and abroad, and (3) the current system of the country, the method of the "tension-type heritage impact assessment," and the implementation direction.(4) The planning system of the "tension-type legacy impact assessment" is to be implemented and implemented. In 2022, we will make progress in the investigation of administrative plans, historical and cultural heritage, and the negative impact of environmental protection on the environment.
