项目摘要

1.エコ産業革記の技術構造-環境調和型未来都市の技術構造民生部門(家庭及び業務用ビル)における地球温暖化対策技術の評価を行った。その結果,(1)個々の技術としてすぐれているだけでなく,国や地域単位でのCO_2排出抑制の上でマクロ的な効果がなければならないこと,(2)対策技術を効率的に適するためには,需要が大量かつ集中的に存在する都市部が中心となること,(3)対策技術を開発し,その導入を促進するためには種々の課題があること,等が明らかとなった。2.エコ産業革命の社会構造(1)世諭調査にみる環境意識の変化:昭和40年代から現在に至るまでの各種世諭調査結果を体系的に整理し,環境問題に対する社会構造の変化について分析した。昭和40年代は「環境か経済か」という二者択一式の議諭であったものが,近年では「経済発展と環境保護の両立が可能」という考え方が登場し,さらに現在は「両立可能」から「環境保護重視」へ意識が変してきている。(2)生活者の環境意識構造分析:福岡市及び久留米市市民を対象に「地球環境と暮らしに関するアンケート」と題する質問表調査を実施した。その結果,地球環境問題に対して,その重要性についての認識や関心は高いものの,エネルギー節約のための行動の実行度は低かった。「何をすればよいのかわからない」等の回答が多かった。その理由としては,環境保全のための情報が不足していることが明らかにされた。また,行政や企業の取り組みが不十分であるとの回答も多かった。(3)政党及び業界団体を対象とした質問表調査:民間調査機関との協力により,「環境政策に関する調査」を実施した。その結果は,現在解析中である。
