项目摘要

1.エコ産業革命の技術構造環境調和型未来都市(エコポリス)の技術構造,及び省エネルギー・省資源型生産技術,環境調和型技術(エコ技術)の現状と展望についての資料収集ならびに解析を前年度に引き続いて行った。産業部門における環境対策では,生産工程での省エネルギーや省資源・環境負荷の低い資源への転換,汚染物質の回収・除去装置の設置等が行われ,いわゆる原単位は減少しているが,生産量の増大により,これらの効果は相殺されている。2.エコ産業革命の社会構造エコ産業革命実現に際しての社会的対応の可能性を検討するために,市民の環境保全意識・行動に関するアンケート調査を継続して行うとともに,事業者を対象にしたアンケート調査を実施した。前者では,民間調査機関との協力により,全国12地点での調査を行った。それらの結果をまとめると,次のようになる。市民の環境保全意識・行動では,社会的・経済的なシステムの変革よりも現在の大量消費型生活スタイルを環境保全型のものへ変換しようという意見が多かった。地域別に見た環境問題への取り組みでは,個人レベルで実施できるエネルギー節約行動等における地域差は小さいが,ゴミ問題・リサイクルに関しては,実施体制や行政制度等の違いによって,地域差が見られた。他方,事業者における環境保全意識・行動では,業種や規模によって環境問題への取り組みやエネルギー節約についての意識・行動が異なっていた。また,地球環境問題の原因としての社会・経済の仕組みに対しては,「それぞれの取り組みによって解決できる」と「社会・経済の仕組みを大きく変えなければならない」とする回答に二分された。
