In this research, intending the fact that it keeps searching the topic and directivity in order to keep guaranteeing learning and cultural activity for the children with disabilities, with the advanced case of entire country and investigation of preceding research, concerning match circumstance it executed questionnaire survey at the municipalities of entire country. Then, consideration it did under the topic consciousness which concretely it grasps and analyzes the match of cultural guarantee of the person with disabilities upon the development of lifelong learning policy at this time, is advanced which.First investigation of the advanced case it did. That is, the open college which is done at the university, the outreach service which is based on the conception to take the person with disabilities, The Youth Class (SEINEN GAKKYU) which are done Tokyo on the center, the lecture which deals with the person with disabilities, correspondences with the social educational facility, and so … More on.In addition, the following became clear from the result of questionnaire survey. First in many municipalities, because the match which corresponds on school week 5th is not done, the match where the children with disabilities keeps participating in lively and study cultural enterprise at area is required. In addition, the self-governing community which executes the business which considers in the person who has obstacle is 30%, it was verified freshly that topic is large as still. In that sense, the education administration which owes the duty which guarantees the right to receive education, especially role and task of social education administration became clear. 本研究本着不断探索主题性和指导性,保证残疾儿童的学习和文化活动的目的,结合全国的先进案例和前人研究的调查,对全国各直辖市进行了问卷调查。然后,在具体把握和分析残疾人文化保障对此时终身学习政策发展的匹配性这一主题意识下,提出了对这一时期残疾人文化保障与终身学习政策发展的匹配性的思考。也就是说,在大学里做的开放式大学,基于接纳残疾人的概念的外展服务,在东京中心做的青年班(Seinen Gakkyu),关于残疾人的讲座,与社会教育机构的通信,等等…此外,从问卷调查的结果可以清楚地看到以下几点。首先,在许多直辖市,由于与第5个开学周对应的比赛没有进行,需要残障儿童在当地继续参加生动活泼的文化事业的比赛。此外,在执行业务的自治社区中考虑到有障碍的人占30%,新鲜验证了话题仍然很大。从这个意义上讲,教育行政尤其是社会教育行政的角色和任务更加明确,教育行政负有保障受教育权的职责。并强调了从人的角度和程序等软件方面保持学习支持方式与高级案例匹配的必要性。在此基础上提出了以下观点的重要性,作为最后的总结。(1)学习权利保障的观点;(2)规范和积极作用的观点;(3)社会教育设施体系的作用。较少
