项目摘要

中国における環境汚染は,産業部門とくに工業部門からの汚染物質排出量の大きいことに起因しているといえる。本研究では,この点に着目して,環境負荷発生構造を産業構造との関係から検討した。まず,中国における産業構造を工業部門各業種の地域的な配置の関して分析した。地域別・業種別に工業生産額の大きな地域・業種は,「機械・電気・電子機械」の江蘇,広東,上海である。各業種別の地域別シェアを見ると,「鉱業」や「紡績業」「化学繊維業」で地域的なシェアの差が大きい。一方,「食品・飲料・タバコ製造業」や「電力・蒸気供給業」では,各地域の人工分布を考慮すれば地域的なシェアの差は小さい。次に,これら工業部門からの環境汚染物質の排出状況,すなわちどの地域のどういった業種からの環境負荷が大きいのかを環境関連統計資料等をもとに明らかにした。「中国工業経済統計年鑑」の地域別・業種別の工業生産額に業種別の「三廃」排出原単位を乗じて,地域別・業種別の工業「三廃」排出量を求めた。工業廃棄の地域別・業種別排出量が多いのは,遼寧や上海,江蘇,山東,広東の電力・蒸気供給業と鉄鋼業である。また,工業固体廃棄物では,遼寧,黒竜江,江蘇,山東,広東の鉱業や電力・蒸気供給業である。ただし,ここで用いた排出原単位は,業種別に全国で統一されたものを用いており,同一業種でも汚染物質の排出強度には違いがあるものと考えられる。この点を検討するためには,地域別・業種別の汚染物質排出量が必要となる。
