本研究は,中国における環境負荷発生構造を産業構造との関係から検討し,経済発展と環境保全の両立達成の方策を考察することを目的としている。今年度は,(1)中国における産業構造と環境汚染物質排出構造の比較検討,(2)環境対策の方向と可能性に関する検討の2点についての検討を行った。前年度には,地域別の鉱工業生産額や環境汚染物質排出量に関する統計資料をもとに,地域別・業種別の鉱工業生産定額に業種別の汚染物質排出原単位を乗じて,地域別・業種別の汚染物質排出量を算定し,どの地域のどういった業種からの環境負荷が大きいのかを明らかにした。これを直接検討するためには,各地域における鉱工業各業種からの環境汚染物質の排出デ-夕が必要となるが,その入手は難しい。上海市及び吉林省でのデータが入手できたので比較してみた。その結果,地域別・業種別の鉱工業生産額から汚染物質の排出量を準測する方法は,排出量の大きい業種を特定することにおいては有効であることが示された。中国における環境対策は,そこでの社会的,経済的,文化的な背景を考慮して方向づけなければならない。中国では、環境関係の法律・規制等は比較的よく整備されているといえるが,実際にはその効果はあがっていない。現在,第9次5カ年計画及び2010年長期日標要綱が採択され,実施されている。1996年8月には、第9次5カ年計画及び2010年長期目標要綱に関する環境配慮事項が定められている。その中では,総量規制も導入されている。一方,実際の市民生活での関心は,「私たちの生活はどうなる」といった現実主義的な考えへ変化してきている。このような中で環境保護を実行するためには,さらなる環境意識の向上が必要である。中国における環境問題解決の根本には、中国が発展途上国であるのと同時に経済大国であること熟慮する必要があるのではないだろうか。

The purpose of this study is to investigate the relationship between environmental load generation structure and industrial structure in China, and to investigate the policy of environmental development and environmental preservation. This year,(1) comparative study of industrial structure and emission structure of environmental pollutants in China,(2) direction and possibility of environmental policy, and (3) investigation of environmental pollution. For the previous year, statistics on industrial production by region and emission of environmental pollutants were compiled, and the emission of pollutants by region and business was calculated. This is a direct discussion of the emission of environmental pollutants from various regions, industries and businesses. Shanghai City and Jilin Province started to compare. The results show that the method of accurately measuring the emission of pollutants by industry and business is correct, and the emission is large and specific. China's environmental policy is based on social, economic and cultural background. Environmental awareness is necessary for environmental protection. China's environmental problems are fundamentally solved. China's development is on the way to the country.
