项目摘要

本研究では、日本において産学官を含めた行動主体間に発生する複雑なネットワークがイノベーションを創出していく際に、どのような科学技術的知識が生産され、その生産・流通・活用システムはどのような相互作用を通じて、その構造・機能をダイナミックに変化させていくのか、知識内容と知識生産の共進化の過程を分析した。社会における知識循環のプロセスでは、大学,民間企業,公的研究機関,政府,非政府組織など様々なアクターがおり,働いているインセンティブが異なることに対応して独自の行動様式を持っている.アクター間のネットワークの存在は,交換,競争,協力といった相互作用を通じて、イノベーションを促進するにあたって非常に重要である.慣習,規則,規制,政策などの制度環境は,特に,市場における競争や知的財産権に関わる法律や規制,教育や人材育成システム,さらに投資に関する金融システムは,関係するアクターの期待や行動に大きな影響を与える.イノベーション・システムを構成する主要な構造的な要素として,知識,アクター,制度をスタティックな観点から分析する上に、イノベーションは本質的にダイナミックな現象であり,その進化のプロセスが重要である.イノベーションに要求される様々な機能を詳細に分析し,各機能がどのようなフェーズ,タイミングで顕在化するのかが鍵となる.イノベーション・システムにおける機能として,実験的・試験的な探索,知識の生産・展開,市場の同定・創出,社会的な正統性の獲得,必要なリソース(人材,資金など)の投入,正のフィードバック・メカニズムなどが考えられる.このような機能が適切に組み合わされて,イノベーションのライフ・サイクルが形成されると考えることで,どのような機能がどのタイミングで重要になるかが明らかとなる.
