本研究は、中国都市部における公立小中学校の「学区制」改革の社会的意味、その改革の変遷、そして異なった地区間でいかなる多様性が見られるかについて、都市部の政策と事例を踏まえて実証的に明らかにすることを目指している。また、不均衡な公立教育の構造の中で、「義務教育均衡発展」を目指す「学区制」に関わる関係者たちがどのようにこの改革に参入し、どのようにそれに関わってきたのかについて、都市部の複数事例を通して、その実態の多様性、複雑さおよび社会関係を、社会学的に明らかにすることを目的としている。こうした研究目的を達成するために、研究の初年度である平成29年度は、主として次の2つの作業を行った。第一に、「新制度論」アプローチを用いる組織論研究、学校制度改革における研究、「学区制」に関する国際的な議論や研究をレビューを行った。また、中国21世紀教育研究員や中国教育科学院の研究員に現地訪問し、意見交換も行った。第二に、中国都市部における義務教育均衡発展を目指す学区制改革における現地調査の準備作業を行った。中国都市部における「義務教育均衡発展」政策、「学区制」改革に関する政策、過去15年の新聞記事などの文献収集と整理をし、政府機関や研究者、大学や図書館などでの資料を収集した。各地域の「学区制」改革の状況を把握するために、北京および成都市内の特定区の教育委員会や公立小中学校を訪問した。次年度本調査についての打合せを行い、関係者との日程調整を進めた。基本的に初年度に実施すべき研究を概ね行うことができたと考えている。

This study aims to explore the social implications of the reform of the "school district system" in China's urban areas, the changes in the reform, the diversity among different regions, and the policy examples of the urban areas. The structure of public education is unbalanced, the balanced development of compulsory education refers to the school district system, the reform, the participation, the complexity, the social relations and the sociological purpose. The goal of the study was achieved. The initial year of the study was 29 years. The main year was 2 years. First, the organization theory research of "new system theory", the research of school system reform, and the international discussion research of "school district system" are carried out. China 21st Century Education Researcher and China Academy of Educational Sciences Researcher visited and exchanged views. Second, the Ministry of Urban Affairs of China carried out preparations for the balanced development of compulsory education and the reform of school system. China's Ministry of Urban Affairs policy on "balanced development of compulsory education,""school district system" reform policy, the past 15 years of news records, literature collection and collation, government agencies, researchers, universities and libraries, data collection. To grasp the status of the reform of the "school district system" in various regions, visit the education committee and public primary and secondary schools in specific districts of Beijing and Chengdu City. The next year's survey was conducted in the middle of the year, and the schedule of the relationship was adjusted Basic research is conducted at the beginning of the year.
