项目摘要

本研究では、高度経済成長期において政府系金融機関が果してきた役割について実証的に分析することにより、今日の民業と官業の住み分け論争や経済発展途上における政策金融のあり方についての示唆を与えることをめざした。具体的には、第1に、高度成長期の公的金融が果たしてきた役割についてこれまで行われてきた研究の整理を行った。英語論文については、Econlitというデータソースを使って、日本の金融に関する過去のすべての文献を検索し、検索された膨大な論文の中からわが国の公的金融に関する重要文献リストを作成した。日本語論文については、学術情報センターのサービスを使って、同様にわが国の公的金融に関する重要文献リストを作成した。第2に、これらの文献リストを利用して、網羅的に先行研究をサーベイし、問題の所在並びに実証研究の欠落部分を明らかにした。特にこれまでの研究は、高度成長期における政府系金融機関の活動の実態についてその資金調達面と運用面の両面から把握する点において不十分であること、および、公的金融機関としてはもっぱら日本開発銀行が分析の対象になっており、分析の広がりにかけることなどが明らかになった。さらに、産業レベルでの実証研究だけでは企業間の恣意的な取り扱いを必然的に伴う信用割当政策を分析するのには十分ではないので、政府系金融機関からの貸出が個別企業の投資行動にどのような影響を与えたかといったミクロレベルでの実証を行う必要があることも明らかになった。現在、政府系金融機関の貸出がわが国の高度成長期の輸出主導型の経済成長に与えた影響について、上記のような理論的および実証的な検討をふまえて、研究論文を作成しているところである。なお、研究論文の執筆にあたっては、所属する金融学会などで積極的な報告を行い、完成度の高い研究論文を執筆できるように努めるつもりである。
