1.本年度は, 研究の最終年度であり, 昨年度までに実施した調査, 研究の詳細な分析, 検討を行い, 新しい専門分野の形成過程に対する研究組織, 研究者の対応のあり方, および科学技術政策学の育成のための方策について検討した.2.しかし,昭和62年には超伝導研究の進展や日米科学技術協定の改訂に象徴されるように,科学技術をめぐる環境に著しい変化が生じ,また科学技術政策に対する関心も急速に増大した. 本研究としても,状況の変化に対応すべく, 簡単な追加調査を実施するなど研究計画を若干変更した. その上で, 新しい状況の変化をも取込んで,研究成果を取りまとめるべく,研究を継続中である. したがって,初期の計画通りの取りまとめには至っていないが以下のような知見が得られた.(1)新しい専門分野の形成や科学技術のフロンティアの変化に対する民間の研究活動の対応について調査結果の詳細な検討と聞き取り調査を実施した. その結果,民間企業においては状況の変化に対して,人材戦略,組織戦略 連携戦略などによって有機的かつ柔軟に対応しつつあることが明らかになった. 現状においては, いずれの方策も極めて流動的な性格を有している.(2)科学技術政策学の育成のための方策科学技術政策学に対する関心のたかまりに対応し,科学技術政策分野の専門家に対する簡単な調査を追加的に実施した. その結果,我が国においても科学技術政策の専門家の産学官にまたがった人的ネットワークの形成および組織化が進んでいることなどが明らかになった. また,米国における科学技術政策学分野の専門家養成に関しても, 文献等によって調査し,我が国と比較検討した.
