The High-growth economy in the 1960's affected the education structure in Japan. We think that most of today's education problems maybe originate in it. So, it is necessary to study the period for making education better. We have studied education plans and economic development plans in the late 1950's and 1960's of both central government and local (prefecture) governments. The prefectures were Hokkaido, Iwate, Saitama, Toyama and Ehime. We interviewed many officials of local governments and the members of local assemblies. We also researched by question-naires on the consciousness about 1960's Japanese education of the persons concerned in educational administration.

20世纪60年代日本经济的高速增长对教育结构产生了影响。我们认为，当今教育的大部分问题都可能源于这一时期，因此，有必要对这一时期进行研究，以使教育更好地发展。我们研究了20世纪50年代末和60年代中央政府和地方政府（都道府县）的教育计划和经济发展计划。这些县是北海道、岩手县、琦玉县、富山县和爱媛县。我们采访了许多地方政府官员和地方议会议员。并以问卷调查的方式，探讨教育行政相关人士对1960年代日本教育的认识。
