项目摘要

計画研究「環境管理のための評価手法の研究」(R53-1)班は"環境管理策定のための方法論"を検討してきた。本研究は、この研究班の研究成果を踏えて、いくつかの特定地域の事例研究から抽出した計画策定の各プロセスにおける手法を一つの特定地域を対象に広範に適用し、その地域に即した環境の望ましい管理及び創造の方向を解明しようとするもので、この具体的で実践的な事例研究を通じて、環境の総合的評価尺度及び計画策定の総合手法の確立を図った。1.都市環境の評価に関する住民意識の体系的分析にもとづき、山形市の環境総合評価指標の作成を試みた。東京都,北九州市及び山形市の事例研究を通して、環境指標の体系化,指標作成の手順等をふくむ都市住民の意識に基づく環境の総合評価手法の確立を図った。また、社会・経済変動による東京都の人口及び土地利用の動向を空間統計予測モデルをもとに予測し、東京都の環境評価指標の將来予測値の試算を試みた。2.都市の街路景観を対象にして、昼景と夜景とを分類し、沿道用途利用との関係から詳細に分析して、昼と夜の時間のひろがりの中で都市の街路景観を評価できることを示した。3.山形市周辺地域の調査結果から両生類を用いた自然環境評価指標を提案したが、山形県内及び県外の数地域を調査した結果、本法が両生類の分布種が地方によって多少異なっても、当該地の分布種を、山形市周辺の類似種とおき換えることによって十分活用できることがわかった。4.天然水の汚染メカニズムを追跡するトレーサーの一つとして金属錯化容量をとりあげ検討してきたが、本年は桐生川及び山形市の河川に実施した。5.全員による計画班3年をふくむ4年間の研究成果の総括的な検討を行った。
