The aim of this project is to study the structure and function of the neighborhood association (Chonaikai) during the occupation. The organizations were abolished with the issuance of the Government Ordinance No.15, because of their wartime systems and functions. But, the organizations continued to function much as they did before. they won their continuities by their organizational camoufalges. So, this porject manifests the reason why the organizations continued, and examines the relationship between the organizations and the population or the city office.

该项目的目的是研究占领期间邻里协会（Chonaikai）的结构和功能。由于其战时制度和职能，这些组织随着第 15 号政府法令的颁布而被废除。但是，这些组织继续像以前一样运作。他们通过组织伪装赢得了连续性。因此，这个项目揭示了组织持续存在的原因，并审视了组织与民众或市政府之间的关系。
