本研究は,昭和63年3月に開通した青函トンネルの行政境界(津軽海峡に横たわる公海と領海との境界,海底地下における日本の管轄権の妥当性,北海道と青森県の境界,関係市町村界)の基礎となる地理学的境界を政治地理学の観点から導きだし,昭和63年2月24日に自治大臣から告示された現実の境界決定とどのような対応関係にあるのかを明らかにすることを目的としておこなわれた。とくに告示の基礎となった自治省の青函トンネル境界決定研究委員会の研究結果報告書自体も研究の対象とすることとした。先ず従来の政治境界は,一般に自然境界あるいは人為的境界など形態的類型区分による場合が多く,研究の武器としては不十分であったので近年の政治地理学の考え方に従い,先行境界・追認境界・上置境界・残滓境界などの概念によって問題点を整理した。第一に,津軽海峡には公海が,我が国の外交・防衛上の配慮によって設定されていることによって,先行境界が存在せず,我が国で通常境界論争で用いられる論理,先行境界の確認によって境界を画定することが不可能であることをあきらかにした。第二に,追認すべき社会経済的境界の存在について調査したが,漁業権の圏域に関しても,すべて公海を越えておらず,北海道と青森県の直接的接触は見られなかった。してがって未開の地にあらたに先行境界として地図学的な境界画定を試みると,とくに津軽海峡のごとき「向かい線」の画定には,いわゆる等距離線がもっとも妥当であるとの結論に達した。この画定原理は,江戸時代以来,わが国の水上境界画定の原理でもある。すでに利害が錯綜し,多様な社会経済的境界が存在する場合と異なり,津軽海峡は公海の存在が政治地理学的原理と現実の政治行政上の結果とが見事に一致する希有な事例であったと理解してよいであろうとの結論に達した。
