本研究の課題は、今日まで蓄積された各種の政治アクタ-(国会議員、官僚、圧力団体、首長、地方議員)に対する調査デ-タを分析するとともに、補完的調査によってわが国の代表システムを明らかにすることであった。今年度は、国会議員調査デ-タの整理を進めるとともに、具体的にまず二つの分野で成果が得られた。第一に、地方政府における地域的利益と(利益団体などの)機能的利益の表出の実態を明らかにすべく、愛知県A市の各アクタ-のインタヴュ-による補完的調査を行った。その結果、地方議員はおもに地域的利益を代表し、他方機能的利益は行政に向かうこと、しかし地方レベルでは活性化しない利益があることなどが析出された。報告者(伊藤)は、このシステム全体の特徴を「大企業労使(農?)なき部分的ミクロ・コ-ポラティズムを内包する、地域利益優位の政治システム」としてとらえ、理論的には「新制度論」と社会経済論の二つの立場の接合によって説明できることを示唆した。この成果は『都市問題』1991年2月号に発表された。第二に、国政レベルで表出された利益が、(内閣や大臣などの)政治的エグゼクティブ、議員、官僚でどのように整されるかについて、報告者はすでにこれまでの調査から、わが国は、英米に比較して、ドイツやイタリアの「同時連結型」に分類できることを明らかにしていたが、さらに今年度の研究によって、政治=行政二分論と「政治的官僚」優位から出発した英米先発国型の政治=行政関係の発展とは逆に、日本は他の西欧大陸諸国に類似し、「古典的官僚」優位から、そこへ政治が浸透していくという後発国型の関係を発展させてきたという仮説を得た。この仮説を基礎とした実証デ-タの分析の成果については、1991年度の行政学会で発表し、さらに行政学会年報に公表することになっている。
