项目摘要

今日、わが国の産業構造は大きな変貎を遂げつつある。特に、軽薄短小型の産業は、製品輸送のための運賃負担力が大きく、高度な技術知識の投入を必要とすることから、空港の背後圏での位地が進展している。このように、空港を新たな時代の産業基盤施設ととらえて、空港のインパクトを活用して地域産業の転換を図り、地域経済を活性化するための方策を探求することが重要である。1.主要都市における空港の機能活用に関する研究都市での空港機能の活用と都市活性化の方策を調べるため、国内外の主要20空港を取り上げ、背後地都市機能の比較研究を行った。a)情報サ-ビス機能、b)教育・研究機能、c)物流・商取引機能、d)金融機能、e)通信・情報機能、f)観光レクリエ-ション機能が地域整備戦略上重要であることがわかった。2.都市の産業構造と空港の影響に関する研究プロダクトサイクルの進行にともなうR&D依存度の変化に着目し、空港の背後圏と、類似の地域の産業構造の比較を行った。その結果、活発なR&D活動を必要とする導入期、あるいは衰退期の産業にとって空港の優位性は大きく現われる。このことから、製品輸送の定時性・確実性の向上よりも、技術者のアクセシビリティの向上の要因が大きいことがわかった。3.空港関連プロジェクトのインパクト分析モデル作成空港と関連プロジェクトのインパクトを活用した地域整備のあり方を分析するために、システムダイナミックス手法を用いたシミュレ-ションモデルの構成について考察した。デ-タの制約により、定量的なシミュレ-ション分析にはいたっていないが、モデルの構築を通じて効果波及の定性的な整理ができた。
