本研究の目的は、「改造自動車青少年」たちの意識の形成過程を実証的に分析しようとするものであった。今年度は筑波山を拠点とするいわゆる「峠族」に焦点を定め調査・研究を行った。調査方法は、直接面接によるインタビューを主体とし、つくば市、宇都宮市に彼らを尋ね面接するとともに、法務省保護観察官、所轄の警察署、および彼らの動向を最も良く把握していると考えられる関係者への面接調査を行った。インタビューおよび調査データはパソコンに入力し、必要な事項については解析を行い、近く報告書を発行の予定である。そこで得られた知見として、1.峠族の社会的属性は年齢的に20歳前後の男性が多く、学歴は「暴走族」の者と比較して高く、また有識者も多い。2.行動パターンとしては都市部を集団で走行するのではなく、各自が単独で峠道を走行する。3.車両の改造は「みせびらかし」的ではなく、機能的な向上に主眼が置かれている。4.人間関係としては、多少の仲間意識は見られるが、概して個人主義的である。5.パーソナリティとしては、自己顕示性は有するものの、それらは仲間同志の間に限られ、「暴走族」のように一般他者を対象としたものではない。また概して将来の見通しについても堅実な考えを持っていると判断される。以上を併せて判断すれば、「正真正銘の逸脱」を行っていると見なされている「暴走族」に比較して、「峠族」の行動は「隠れた逸脱」の領域に留まっていることが理解される。彼らの意識形成の背景を成すものは、当該社会内で確保された一定の位置であり、社会内でのアイデンティティが彼らを「正真正銘の逸脱」に追いやることを防いでいると思われる。彼らの価値意識と行動を分析するためには、「レイベリング理論」だけではなく「フロー経験論」やカイヨワの理論を借りて考察する必要があると考えられる。
