都市内の駐車問題は、駐車需給の時間的・空間的不均衡が1つの原因である。このため、駐車供給量の増強及び駐車場案内システムによる既存施設の有効利用等のハード、ソフト両面からの対応策が講じられている。ところで、目的地までの距離が、駐車行動に大きく影響を及ぼす場合が多い。このため、シテテムが示す空駐車場より目的地近傍の路上駐車が選択される可能性もあり、案内システムが十分に機能しない可能性もある。この場合、駐車政策変数であり、かつ行動の説明要因である諸要因(料金、駐車容量、アクセス道路、取締り頻度)を改善する総合的駐車政策の実施が必要である。本研究では、これらの政策を実施する際、計画情報を提供できる分析フレームワークを提案する。研究手順としては、最初に駐車場案内システムの効果把握を行動面から行うため、システム導入に関する事前事後の駐車行動アンケート調査を行う。更に同一被験者に対し、上記の駐車政策変数を体系的に設定した上で、駐車場所選択の選好意識を問う調査を実施し、あわせて非集計モデルとして行動モデルを推定する。そして、総合的駐車政策の効果分析のため、政策評価シミュレーションモデルを作成する。本年度は、大阪府茨木市の市営駐車場利用者を対象として、案内システム導入前の駐車行動を把握するため、アンケート調査を行った。その中で、料金や取締り頻度を体系的に変化させたSP調査も行い、あわせて分析をした。その結果、目的地までの距離が、駐車場所選択に大きく影響を及ぼすこと、駐車行動に性差が存在する可能性があること等が実態調査から示されている。SP調査からは、200円/h以上の料金差を設けることが、駐車需給の不均衡の解消につながる可能性が示唆されている。これらの結果を踏まえて、駐車行動モデルを推定した。次の課題は、事後調査の実施ならびに包括的な駐車行動シミュレーションモデルの構築である。
