LP in-flow control is one of the indispensable method for efficient management of urban expressway. However, the existing LP control has some defects such that available route is limited to one and this method can not be applied to large network. In addition, in case that there are plural routes in one OD pair, link flow changes according to the route choice of drivers. Regarding to these problems, this research construct the on-ramp control model that can forecast the effects of travel time information by introducing drivers route choice algorithm into the model.In the first year, through the existing research concerning with information providing method and highway control method, we arranged the methodological problems of LP control. By using the bi-level optimization method, we formulated the optimum on-ramp flow control problem under user equilibrium situation, then maximized the total amount of in-flow traffic under given choice probability of desinations. We also checked the existence and uniqueness of the solution. In order to solve the problem, we applied complex method, which is one of the techniques that can be applied in case that the constraint can not be described explicitly. In combining the upper and lover problem, we applied LeBlanc & Boyce method. We ensured the validity of the algorithm through the calculation on the hypothetical network.In the next year, we constructed the route choice algorithm which describes the drivers response to information provied, then introduced this algorithm to bi-level optimization problem. Also in order to relax the computational constraint so as to be applied to large network, we clarified the performance of each solving method of optimization. Finally we applied the computation to as large network as the network of the future Hanshin Expressway, and the validity of the model proposed was tested.
